Big Head's Shack is found on an island to the northwest of Dagon Fel, the northern most town in Morrowind. What you need to do for this quest is to travel to Big Head's Shack and talk to him about the Fork of Horripilation. Interact with the Statue of Sheogorath in this shrine (pictured above) to begin the quest. Delyn Canton Underworks you'll be able to visit the Ihinipalit Shrine in the northern portion of this area.
